Cesar was born on January 28, 1989, in Juarez, Mexico. He had lived in Crane for the past 9 years, and worked for Basic Energy. Cesar loved spending time with his nieces and nephews. He loved them as his own. He was a Catholic.
Cesar is survived by his brothers, Noe Alejandro Perez, Uriel Arturo Perez and his wife Melloni, and Fabian Perez, all of Crane; three nieces, Kaylee Koehler, Rivers Adlong, and Sophia Perez, all of Crane; and a nephew, Maximus Perez of Crane; his parents, Vincent and Vicenta Villegas of Crane; and Pascual Perez of Mexico; his grandmother, Maxima Perez of El Paso; and three aunts, Elvia Perez, Estela Perez, and Lidia Barron, all of El Paso.
